Transferring a node-locked license from one computer to another is called "re-hosting". Transferring licenses is only intended for a permanent change of user or computer. Re-hosting can also be necessary when resetting or installing a new operating system on the same computer.
You can re-host the license only a limited number of times in a year. The number of allowed re-hostings depends on the software product being installed.
