You can get a .clmresp file in one of these ways:
Through an email request to activation@hexagon.com
Through standard mail on a disc or flash drive

Requesting an Activation Response file via email
To get the offline activation .clmresp file through email:
From a secondary computer with an Internet connection, send an email to activation@hexagon.com. The body of the email must contain the license Entitlement ID (EID), and the .clmreq file must be attached.
The activation service processes the email with the attached file and generates an activation .clmresp file that is sent back by email. The file has a filename of the EID you sent with an extension of ".clmresp".
Once you've received your .clmresp file, save it to a portable storage device such as a USB stick.
Transfer it to any folder on the target computer.
