You can construct a cylinder from any feature and a plane. The diameter of the projected cylinder is the diameter of the first input feature (if circular) or twice the probe diameter if not a circular feature. You need to input the length and diameter for bound measurements. If there is only one input feature, the projection is to the workplane.
To construct a Projected Cylinder:
Open the Construct Cylinder dialog box (Insert | Feature | Constructed | Cylinder).
From the Method list, select the Projection option.
From the Feature list, select either one or two features. If one feature is selected, the feature can be of any type. If two features are selected, the first feature can be of any type. The second feature must be a plane.

If you want to change the feature theoretical values, select the Feature theoreticals check box and type in the values. For details, see the "Specifying Feature Theoreticals" topic in the PC-DMIS Core documentation.
Click the Create button.
