The offline activation process requires a .clmstart file.
You can get a .clmstart file in one of these ways:
Through an email request to activation@hexagon.com
Through standard mail on a disc or flash drive

To get a .clmstart file, you must have the product license Entitlement ID.
From a secondary computer with an Internet connection, send an email to activation@hexagon.com. The body of the email must contain the license Entitlement ID (EID).
The activation service processes the email and generates an activation .clmstart file that you send back by email. The file has a filename of the EID you sent with an extension of ".clmstart".
Once you've received your .clmstart file, save it to a portable storage device, such as a USB stick.
Transfer it to any folder on the target computer.
